Halal Certificate Requirements Manual
Depending on the nature of your business, you are requested to obtain a copy of a mandatory document called “Halal Certification Requirements Manual; HFP-1005 -20/5 - for Food Processing or HMP-1105-21/2 for Meat Slaughtering and Processing.

Dr Abdul Matin Khan
Having acquired the highest professional qualifications in Finance, Accounting and Administration in the UK as Chartered Management Accountant and Chartered Company Secretary and Administrator. Dr Khan also formed education and training institutions in the UK and have been Principal and Director of four colleges specialising in Higher Education for over 15 years. Dr Khan has been involved with the HFA since its inception as one of the founding members of the Board of Trustees and currently working very closely with the Chief Executive in the decision making process of HFA.
Dr Ghayasuddin Siddiqui
Dr Ghayasuddin Siddiqui, a PhD in Chemistry is a well-known activist, campaigner, writer and expert on Muslim political thought. Dr Siddiqui has promoted dialogue and engagement across all barriers: religious, social, cultural and political; and was the founding chairman of the Halal Food Authority.
Mr Ahmed Latif
Mr Ahmed Latif is presently CEO of A & M International Limited, which is a metal trading company and part of AMIDT Group of Dubai. Mr Latif Graduated in Commerce in 1963 from Karachi University and secured First Class First Position and was also awarded Gold Medal for his academic achievements. Mr Latif is also a member of Lions Club and spends great deal of his time in charitable work.
Ehsan Choudhry is a graduate in Urdu, a General Secretary of Pakistan Welfare Association Hounslow, a research scholar and a world famous poet and author of seven books. Topping all of that with a heart of gold, Ehsan is also a pioneer volunteer of HFA since 1995 , the owner of an established business and a responsible journalist in the UK.
Mufti Abdul Kadir Bakartullah
Mufti is a prominent Islamic Sharia law expert with background in social, Muslim Community work, economics and finance. He was trained extensively in Islamic and modern education systems in India and the UK.
Mufti has contributed to British Muslim community as an Imam, Lecturer, Shariah Judge, Developer of Islamic Law information databases, anchor of community televisions, media commentator, Shariah advisor of Islamic banks and funds in Europe and Asia. Other membership includes that of Shariah supervisory panels and Halal accreditation board.
Muhammad Abdul WAHHAB
Dr Abdul Wahhab holds a PhD in Arabic from University of London. He was previously the Head of Religious Education in a state school and a lecturer in Arabic and Islamic studies.
Dr Abdul Wahab conducts monthly Tafsir ul Qur’an circle. To date, he has translated numerous scripts including ‘Al-insaf fi bayan sabab al-ikhtilaf of Shah Wali Allah al-Dihlawi and ‘Abqariyya Muhammad salla Allah alaihey wa sallam’ of Abbas Mahmud al-Aqqad. Dr Abdul Wahhab has recently authored a book named ‘Amthal ul Hadith’.
Shaykh Abu Sayed Ansarey
Abu Sayed Ansarey is a television presenter on Channel S (UK based) and is known for presenting Islamic and charity shows. His LIVE TV show-Islam Essentials and Hidayah are hugely popular question and answer programmes throughout the world. He is also a member of the Ulamaa Board of Halal Food Authority (HFA).
He graduated in different subjects, English Literature, Islamic Studies and Law. He then completed post graduation degree in Da’wah from Makkah Al Mukarramah, Kingdom of Saudi Arabia.
Sardar Ahmad Qadri
Born in 1957 in a historical town called Jalal Pur Pirwalah, district Multan (Pakistan). Initially Sardar Qadri studied at his home town, where he memorised The Holy Quran with Tajweed and obtained basic knowledge of Arabic and Persian literature and languages.
Sardar Qadri’s education in Law was initiated from the University of Punjab, Pakistan (LLB) and then he obtained Masters Degree in Law by submitting a Thesis on Inter-institutional conflict with EEC, from Vrij University Brussels (LLM) (Belgium). He served as Chief Imam, Khatib, in England, Belgium, and Norway and is a recognised expert in Islamic Shariah Law. Sardar Qadri is currently a full time Muslim Chaplain with HM prison service and is also a columnist in Daily Jang London.
MUFTI ABU YUSHA
Mufti Abu Yusha is a qualified Pharmacist having completed his undergraduate and postgraduate studies at King’s College University of London. He has studied Islamic sciences with various scholars and has been under the direction of renowned experts in Islamic Law.
He is the Head Imam at Stockport Muslim Foundation, where he also is the Head of Islamic Affairs and Education. Combining both technical and religious knowledge, Mufti’s contribution to the HFA is instrumental in addressing many modern issues that the Halal Industry faces
(Chief Executive Officer)
Dr Amir Masoom has been working as the Halal Food Authority since 2013 and having served as Lead Technical Auditor within the HFA over the years. In March 2019, he took over the role of Interim CEO and then confirmed as Chief Executive in September 2019 leading the vision of the company since then. Amir got veterinary qualification and a master’s degree in Food Safety and control from London South Bank University. Amir has also completed BRC, ISO 22000 and 9001 Lead Auditor qualifications. Since Amir inception, HFA have successfully launched HFA portal and KFC portal.
Hassan graduated from Queen Mary University of London in Biochemistry Bsc (Hons) with Microbiology in the year 2010. He started his career with the HFA later that year as a Technical Auditor & Food Technologist. He successfully completed international halal auditor’s training with MUI (Indonesia) and JAKIM (Malaysia). In late 2014 he was handed the responsibility to manage the audit team as an Audit Manager. Having successfully met the expectations, Hassan has now taken up the key role of an Operations Manager.

Rashid Abbasi joined the HFA team in Aug 2019 as a Liaison officer.
He has been associated with retail food industry for over a decade and worked from front line worker to a senior management role.
He has done his master’s degree in marketing from London Metropolitan University and completed many other
industry-related qualifications such as food safety, health & safety, retail law and CIPD.
He is currently working as Customer Service Manager.
Hifza started working at HFA in 2016. Prior to joining HFA, Hifza has been involved with the halal industry since 2010. She has published articles in international journals during her tenure at the Halal Products Research Institute. As a certified lead auditor, Hifza has also been involved with halal auditing in the Asian countries. Hifza’s expertise and knowledge has been put to good use in managing the HFA clients. Whilst at the HFA Hifza has undertaken GSO 2055-2, HACCP and Food Safety training thus has been able to play a key role in managing particularly the GSO/UAE scheme certification.
Enas graduated from the University of Jordan in nutrition and food technology (Bsc) in the year 2002. She started her career as a quality engineer in the same year, and continued working in the field since. She joined Jordan standards and metrology organisation in 2009 and worked in the certification department as a lead auditor on ISO9001, ISO17065 and ISO 22000. Then in 2015 she joined the accreditation unit and started working as a lead assessor on several standards including ISO17025, 17065, 17021 and as a halal lead assessor performing audits inside and outside Jordan.
Enas recently joined HFA in 2019 as a Technical Auditor & Food Technologist, and is looking forward to benefit HFA and Islam.

She graduated from London Metropolitan University in Food science (MSc) in 2011. She started her career with the HFA as a Food Technologist in 2016 and successfully gained the relevant industry qualifications. Shirin possesses years of experience in evaluating finished products, thier raw materials and constituents and thier suitability for halal compliance. Shirin has been involved in conducting experiments and producing products' samples.
Shabnam Mohammad Aghaei
Shabnam Mohammad Aghaei joined Halal Food Authority as a Food Technologist and Auditor in 2017. Prior to joining HFA, she started her career as a researcher in London Metropolitan University where she achieved MSc in Human Nutrition. Her primary research interest was in the field of enhancing quality of life, gathering evidence of lifestyle and nutrition intervention as a means of helping people improve their health. Along with gaining the relevant experience, she managed to become a member of the UKVRN as a Registered Associate Nutritionist (ANutr).
Mohd Haidir Yusof
He is a Bachelor of Science (BS) in Industrial Chemistry from Universiti Teknologi Malaysia. Haidir joined the HFA in early 2018. Haidir has 11 years of experience in halal product development and food processing in the manufacturing environment of a multinational company. He is also highly skilled in R&D , raw material application, food safety, technical and halal auditing and implementation of halal assurance systems. He is involved in evaluation and assessment of products and raw materials contained.
Ali Niazi is a highly motivated graduate of Chemical Engineering (M.Eng) from a leading university of London with major in. Relevant job experience as quality auditor in NESI & manager of QC/QA department, laboratory In-charge and similar experience in food industry has helped him honed all the necessary skills and experience required to be a successful auditor in HFA. He started to work with HFA in March 2019. Ali Niazi possess years of experience working in internal and external food and hygiene audits as well as ISO 22000 food safety.
Dr Imtiaz Hussain
Dr Hussain is an experienced Technical professional & Food Scientist with a demonstrated history of working in the food processing industry. He is skilled in Training Development, Auditing, BRCGS, IFS, SALSA, Quality Management systems, and HACCP. TACCP and VACCP. In addition to his strong professional skills, he has a Ph.D. Degree in Food Science & Technology studies along with other specialized courses. Furthermore, he has 20 years of experience in the food processing sectors like dairy, bakery, juices, beverages, meat, and supplements as a technical and quality manager. During his Ph.D., published research work in well-renowned journals like food chemistry and food bioprocess technology. He also presented research work on the well-renewed international conferences organized by different food science (Dairy, Microstructure & Rheology) societies, and associations based in the Europe and USA.
